it is best to keep the facetts at the sinks, shower, toilets running at least a bit. This would help prevent freeze & pipes bursting. Once they've burst though, a shut off would perhaps help save some damage. Maybe. But yes this is awful. I do understand why they wouldn't be well prepared for event. I can only dream about the weather they usually have as I recover from a 2 foot dump of snow. Robert Bryer yes I agree that the people who have the ability to turn the water off if a pipe bursts should do so. The pipe that burst by my nephew was in the apt next door. They did turn off the water. However this in effect turned off water to all the apartments connected to that line.
